The Semi-Independent Living (SIL) Program at Habitat for Excellence provides structured, community-based support for individuals transitioning from higher levels of care into independent or semi-independent living environments.

This program serves individuals with developmental disabilities, severe and persistent mental illness (SPMI), substance use disorders (SUD), and other complex behavioral health needs who require ongoing supervision, skill development, and routine stabilization to safely maintain independent living.

Serving Cincinnati, Ohio, and surrounding counties, SIL services are delivered within individual apartments or shared living settings, where individuals receive consistent, structured support designed to promote independence while maintaining safety and stability.

Service Delivery Framework

Services begin with a comprehensive readiness and placement assessment, evaluating:

  • Level of supervision required
  • Behavioral and environmental risk factors
  • Daily living and functional capabilities
  • Ability to sustain community-based living

Based on this assessment, a person-centered service plan is developed, outlining structured supports, supervision levels, and measurable goals.

Support is delivered through:

  • Scheduled in-home supervision and coaching
  • Routine-based skill development
  • Ongoing monitoring of behavior, safety, and progress

This model provides structured support with a clear progression toward reduced dependency.
